"Grover beach is a lot less crowded than Pismo beach - not just the beach, but also the town. Beach access at Grover Beach, Monarch butterfly Grove, Vons (safeway), big chevron gas station are all with 5mins of driving and even walkable. Pismo beach is 10mins away.
